Having a photometer out of tolerance on the high side of the tolerance range is somewhat unusual. The increase in sample flow rate would only affect the photometer accuracy if the internal reference was used to set the 100% upstream challenge level. If the 100% level was set using an actual sample of the upstream aerosol there would be no change in the reading accuracy.
Assuming that the internal reference was used there could have been as much as a 10-15% error introduced causing the unit to under-report leakage levels. This error would have resulted in a 0.01% leak reading between approximately 0.0085% to 0.0090% as a worst case.
